Accomplishments

Working with the community, my fellow council members and city staff, I am proud of what we have accomplished over the past four years. Here is some of what we've done.

Community Ambassador Program

 As a response to on-going concerns from community members and small business owners in and around the Plaza I proposed a Community Ambassador Program. I won support from fellow council members and went on to help design the program which has made a positive impact on the Plaza and downtown area by helping visitors, unhoused people and business owners with a variety of needs while keeping our public spaces clean. I am now working to expand the program to other areas of Arcata, such as Valley West.

Housing

  • Piloted the Safe Parking Program, transitioning over 55% of the participants to longer-term housing.
  • With community partners added over 180 units of affordable housing.
  • Received a Manufactured Housing Opportunity Revitalization Program Grant for up to $3 million for individual residential mobile home rehabilitation.
  • Adopted a Short Stay Rental Ordinance.
  • Adopted the Residential Rental Inspection Program to address substandard rental properties and preserve the quality of Arcata’s neighborhoods and available housing.
  • Adopted a Homebuyer Downpayment Assistance Program for Community Land Trust properties.

Parks, Trails & Open Spaces

  • Completed Shay Park which features a basketball court, table tennis and Ninja Warrior Playground.
  • Renovated Redwood Park Playground and added a bicycle pump track.
  • Upgraded several trails in the Arcata Community Forest to accommodate beginner through advanced mountain bikers.
  • Worked with Senator McGuire’s office to secure $1 million in funding for Arcata Ballpark upgrades.
  • Completed the Arcata Ridge Trail connecting West End Road to Sunnybrae through the Arcata Community Forest.
  • Currently constructing Carlson Park including river access.
  • Upgraded Bloomfield Park.

Infrastructure & Finances

  • Worked with restaurants during the pandemic to move dining outdoors, bring outdoor safe covid events such as a drive through Halloween on the Plaza and offered loans directly to businesses to bridge state and federal funding gaps to ensure they remained viable.
  • Developed and adopted a Complete Street Policy to enable safe use and support mobility for all users.
  • Passed a balanced budget four consecutive years.
  • Received a Silver level for being a Bicycle Friendly Community. (Arcata is one of 112 nationwide.)
  • Received a Walk Friendly Bronze Designation from the National Walk Friendly Communities. (Arcata is one of only 78 nationwide that were recognized.)
  • Working on significant upgrades to the wastewater treatment plant.
  • Completed many paving projects.
  • Restored staffing positions frozen during the pandemic.

Environmental Responsibility

  • Adopted a Single Use Disposable Foodware Ordinance to reduce Styrofoam and to-go container waste.
  • Supported clean-ups in Valley West, Northtown, the Marsh and Carlson Park.
  • Offered free summer bus services four consecutive years.
  • Purchased two new electric buses.
  • Started a new bikeshare program.
  • Opened seven additional EV charging stations.
  • Added the Green and Gold bus route, running service every half-hour to Valley West.

Other Important Work

  • Piloted the Community Ambassador Program. 
  • Supported Valley West Neighborhood through CUNA.
  • Took creative steps to restore the Police Department to full staffing levels.
  • Adopted the City’s first ever Strategic Arts Plan.
  • Hosted Recognizing Implicit Bias training for law enforcement personnel throughout the region. 
  • Ensured that all patrol officers are trained in Crises Intervention.
  • Adopted 2045 General Plan.
  • Completed and adopted a full overhaul of the City’s Emergency Operating Plan.
